In a diplomatic note seen by Reuters, Moscow said it would be ready to use its entire arsenal, including nuclear weapons, to defend its territory if NATO tried to isolate Kaliningrad from the rest of Russia, and raised the possibility of strikes on NATO 'decision-making centers.'
