Energy analysts dispute Trump's assessment, attributing the bulk of global diesel price increases to the war in Iran and wider oil market disruption rather than Ukrainian strikes. Ukraine's campaign has nonetheless knocked out over 45% of Russia's refining capacity by Ukrainian estimates, with Russia extending its diesel export ban through October.
