The USA ships 20 times that amount of oil out of the country, daily. The problem isn't supply; the problem is price. The oil market (inc. diesel) is global, so prices are affected everywhere. This "deal" is a scam – a drop in the bucket that will have little if any effect on the price of diesel.

When he took his interpreter's notes after meeting putin in the first term that should have been the sign for everyone that he's compromised. I don't believe he uses a US provided interpreter anymore, and for some meetings he doesn't allow any other Amercians in the room with him & putin.
