The Kyiv Independent reported that US officials called Ukraine's top military and government figures, including Pavlo Palisa and Mykhailo Drapatyi, warning Washington would halt both intelligence sharing and the PURL weapons scheme if refineries were struck; Palisa confirmed the threats to the Financial Times.
