ok so the issue is Starshield terminals. The starlink ones are locked to territory both inside Ukraine and that Ukraine controls. The were already subject to the 100mph limit. Serhii Beskretnov, adviser from Zelenski, explicitly stated that the speed limit was applied to StarShield terminals. They don't use civilian Starlink, lol why would they. Media is using Starlink for us normal people for easier recognition.
