Service stabilized by the evening of Oct. 14 and was reported fully restored the next day, though ex-minister Mykhailo Fedorov said removing the Starshield speed cap entirely remained critical.

The thing was that Ukraine just used whatever Starlink Terminals they could get their hands on, in a chaotic way with no central inventory or registration. So SpaceX didn't even know which terminals were in use by Ukraine or by Russia. You can't whitelist when you don't know what to whitelist.
