There was nothing about removing forces from Lebanon in the memorandum. The memorandum only said termination of all military operations including in Lebanon. Also, Iran didn't say that was the reason. Iran attacked ships that didn't use its preferred route in Hormuz. They didn't attack Israel.

They are trying hard to gain stability, but Iran largely still maintains influence in Iraq and the government is too weak to sever any Iranian paramilitaries in Iraq despite Iran stopping Iraqi oil exports.
