Europe does make up 30 of 32 countries in NATO so it has to take a good part of the responsibility for this failure of planning on ballistic missile defense. Europe has also thrown hundreds of billions of euro/etc on recent defence spending but BMD is not nearly treated with the urgency it demands.

Great article, thanks for posting. The Americans determined some 40+ years ago that the threat from MRBMs and conventionally armed ICBMs was going to expand rapidly, and so started an extensive anti-ICBM program. The knowledge was out there for awhile, but the warning was ignored.
