Ukraine parliament passes minority education bill, unblocking EU accession clusters

The vote clears Hungary's veto on Ukraine's EU talks, paving the way for formal opening of two more negotiation clusters on Oct. 13.

What to know

  • Ukraine's parliament passed a minority education rights bill with 266 votes on Oct. 12, fulfilling a Hungarian demand that had blocked EU accession cluster negotiations.
  • The bill grants expanded educational rights to Hungarian-speaking and other EU-language minority communities in Ukraine, though excludes Russian to counter Moscow-imposed Russification.
  • The passage clears Hungary's veto, paving the way for EU ambassadors to approve opening two additional accession clusters (internal market and competitiveness) at a formal intergovernmental conference on Oct. 13.
  • Peter Magyar's pro-European Tisza party victory in April Hungarian elections shifted Budapest's stance from Viktor Orbán's years of blocking Ukraine's EU talks.

“I will never tire of repeating: there is no better way to guarantee the rights and security of the Hungarian national minority in Ukraine than to ensure Ukraine's accession to the EU as soon as possible”

Ukraine's parliament passes minority education bill with 266 votes

The Verkhovna Rada voted to reinforce educational rights for national minorities, giving Hungarian-speaking and other EU-language minority communities expanded room to use their language in schools. Schools where more than 50% of pupils study in a minority language may receive special status, and school leadership must be proficient in that language. The bill still requires presidential signature to become law.
